When I create a user in the portal, does he also have to be created in every Third-Party Application?

If you want to give him access to that application - yes!

You want him to have an identity inside the application, to have certain rights and roles. So the application does need a definition of that user, even if it is a very generic one.

And: User propagation is NOT part of single sign-on! When a new user gets created at the portal (e.g. inside TYPO3), today there is no automatic way the same user gets created in other applications (unless it is all based on the same LDAP directory).

It sure is a nice option add some means of user propagation to the single sign-on components. Maybe this will be done, but maybe inside a seperate framework and set of components. Today, you will have to define your own processes.
